DICT delivery services are accelerating approval for entrants


The Department of Information and Communication Technology (DICT) says it is taking steps to expedite the application of new entrants to the express delivery or messenger services industry.
“Specifically in this industry, I have reorganized the Postal Regulation Division (PRD) into the ICT Infrastructure and Services Enabling Division (IISED), with direct control and supervision of the Digital Philippine Under-Secretary’s Office. Told reporters after a meeting with service operators.
Such companies use mobile applications or information and communication technology-enabled tools for their distribution services. DICT regulates the postal delivery service industry.
PRD was previously under the legal services of DICT. The department said delivery service providers will now be overseen by the Office of the Under Secretary of Digital Philippines, which specializes in the development of such sectors.
“You may wonder why I made that decision and the answer is simple. Private messenger and courier services are driving growth in e-commerce, “said Mr Kentick.
“By 2024, the logistics market alone will be above P1 trillion. By improving the ease of doing business for companies entering this space, we are enabling companies that will bring in thousands of jobs … provide more options for our online vendors and improve competitiveness in this sector, ”he added.
Mr. Caintic recently signed a series of Department Circulars 001, 2022 to justify the registration, recognition, and monitoring of private express and / or messenger delivery service providers.
The department’s circular also covers independent tower companies and satellite service providers and operators.
“It will comply with President Rodrigo R. Duterte’s instructions to remove red tape and unnecessary steps, costs and procedures in government transactions, as well as comply with Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Services Delivery Act of 2018.” Mr. Kentuck said.
Under the department’s circular, the Under-Secretariat Office of Digital Philippines will lead the “registration / approval of ICT infrastructure and services, and accelerate the promotion, liberalization, nationalization and streamlining of regulation.” – RJ L Balinbin
